The Federal Ministry of Labour and Employment (FMLE) plays a crucial role in Nigeria’s development by crafting and promoting policies aimed at generating employment and fostering productive labor relations. Honorable Minister Nkeiruka Onyejeocha, the FMLE has identified several critical challenges that impede its ability to fully realize its mandate and the broader Renewed Hope (RH) agenda. In response, the Ministry has launched the Labor Employment & Empowerment Program (LEEP) – a comprehensive reform initiative designed to address internal issues and enhance the ministry’s overall effectiveness through strategic initiatives aligned with the RH agenda.

These challenges include poor revenue generation, operational inefficiency, and a significant skills and capacity gap within the ministry and its affiliated agencies. In response to these issues, the FMLE, under the leadership of Minister Nkeiruka Onyejeocha, has devised the Labor Employment & Empowerment Program (LEEP).
LEEP comprises a series of strategic initiatives aimed at addressing the internal challenges faced by the FMLE and advancing its overall objectives. These initiatives include digitization of processes to enhance transparency and streamline performance management, capacity-building programs to bridge skills gaps, and the establishment of expert governing boards for better management efficiency. Additionally, the program includes initiatives such as facilitating international remote work opportunities, enhancing digital literacy, offering vocational and entrepreneurship skills programs, and upgrading the National Electronic Labour Exchange (NELEX) to accelerate employment processes.
The FMLE aims to train and equip 2,500,000 people annually over the next four years through its various programs. This ambitious goal is expected to achieve significant cost savings, realizing 50-70% savings per year through process digitization. Furthermore, the initiative has the potential to reduce unemployment rates by up to 50%.
